In seeking cost savings, many builders will use lower-quality materials that end up making the space feel cheap. This ends up being counterproductive in a small space. The smaller the space, the more important it is to be intentional about the materials used. By nature of being a smaller space, it requires fewer materials, meaning you can get a bigger impact per dollar than you do in a large home.
